SECTION 1-1. The name of the organization is the ELIZABETHTOWN YOUTH FOOTBALL, INC., as chartered by the Office of Secretary of State as a non-profit organization heretofore referred to locally as the Elizabethtown Area Youth Football league, (EAYF).
SECTION 1-2 These Bylaws contain the organizational structure, rules, and regulations of the EAYF.
SECTION 1-3 The scope of the EAYF shall be determined by the Board of Directors.
SECTION 1-4 The EAYF shall maintain an incorporated and non-profit status.
ARTICLE 2: OBJECTIVES
SECTION 2-1 The EAYF shall provide the best possible facilities, equipment, supervision, and training to its members.
SECTION 2-2 The EAYF shall teach the fundamentals of football and cheerleading to its player members.
SECTION 2-3 The EAYF shall teach good conduct and sportsmanship to its members. The EAYF shall teach teamwork and team play to its members.
SECTION 2-4 The EAYF shall help its members to become better citizens of tomorrow.
ARTICLE 3: BOARD OF DIRECTORS
SECTION 3-1 The management of the affairs and property of the EAYF shall be vested in the Board of Directors.
SECTION 3-2 The Board of Directors shall be made up of no less than nine and no more than twenty members.
SECTION 3-3 The Board of Directors shall heretofore to be known as the Commission.
SECTION 3-4 The Commission shall work together as a whole unit to provide the best possible leadership for the EAYF program.
SECTION 3-5 The Commission shall consist of, but not be limited to, the following elected positions:
(A) Commissioner,
(B) Vice Commissioner,
(C) Secretary,
(D) Treasurer,
(E) Major Football Representative,
(F) Minor Football Representative,
(0) Flag Football Representative,
(H) Major Cheerleading Representative,
(I) Minor Cheerleading Representative,
(J) Flag Cheerleading Representative,
(K) Publicity Officer,
(L) Major Concession Representative,
(M) Minor Concession Representative,
(N) Legal Advisor, and
(0) Facilities Manager.
SECTION 3-6 The Commission will be elected at the annual meeting.
SECTION 3-7 The Commissioner and Vice Commissioner shall serve a term of two consecutive and concurrent years, beginning on January 1 of the first year, and ending on December 31 of the second year. The remainder of the Commission shall serve from January 1 to December 31 of each year. If unforeseen circumstances move the annual meeting past January I, the above-mentioned term limits will be extended until a new Commission is seated.
ARTICLE 4: MEMBERSHIP TO THE COMMISSION
SECTION 4-1 Membership cards will be sold at the annual election, after new officers have been seated; and sold until the conclusion of the Major Division Super Bowl.
SECTION 4-2 A person must be a resident of Hardin County to run for a seat on the Commission.
SECTION 4-3 Any regular member interested in active participation in the EAYF and has a sincere interest in helping our youth excel in football or cheerleading is eligible for a seat on the Commission.
SECTION 4-4 Any regular member who is seeking a seat on the Commission must be formally nominated, by a voting member, for the seat the person wishes to take at the annual meeting.
SECTION 4-5 The regular member’s nomination must receive a second, by a voting member, and the member must accept the nomination before it can be formally entered as a nomination by the present Commission.
SECTION 4-6 The Member shall then obtain a seat on the Commission by a majority vote of the voting members present at the annual meeting
SECTION 4-7 To be eligible for the position of Commissioner, the person must have served on the Board the year prior.
ARTICLE 5: SUSPENSION OR TERMINATION OF MEMBERSHIP ON THE COMMISSION
SECTION 5-1 Membership on the Commission may be terminated by resignation or by disciplinary action by the Commission, or by annual election. A Commission member may be removed if he/she misses three consecutive meetings.
SECTION 5-2 Resignation of membership on the Commission must be done by a written notice by the member resigning, to the Commission, Commissioner, or Vice-Commissioner.
SECTION 5-3 The Commission, by a majority vote, shall have the authority to discipline, suspend, or terminate the membership of any member of the Commission when the conduct is considered detrimental to the interest of the EAYF
SECTION 5-4 The member of the Commission involved in disciplinary action shall be given written notice of the infractions and given an opportunity to appear at the meeting to answer said infractions.
SECTION 5-5 A majority vote is required by the Commission to rescind a Commission position, after this occurs the election of the vacated position may be held. This process is done by a motion to rescind and reasons for the motions are given.
ARTICLE 6: JOB DESCRIPTION OF COMMISSION
SECTION 6-1 The Commissioner shall:
(A) Conducts the affairs of the EAYF and executes the policies established by the Commission.
(B) Conduct all meetings of the EAYF when present.
(C) Communicate to the Commission on appropriate matters and make suggestions, which will promote the welfare of the EAYF
(D) Present a report on the EAYF at the annual meeting.
(E) Be responsible for the conduct of the EAYF in strict conformity with the policies and Bylaws of the EAYF
(F) Appoint who can sign for charges within the EAYF
(G) Meet with outside organizations regarding all affairs concerning the EAYF
(H) serve a two-consecutive and concurrent year term.
SECTION 6-2 The Vice-Commissioner shall:
(A) Be responsible for and in charge of the duties of the Commissioner, for whatever reasons, when the Commissioner is absent or disabled.
(B) Have the same powers of the Commissioner in his absence.
(C) Be responsible for any and all activities of the EAYF as deemed necessary by the Commissioner.
(D) Assist the Commissioner in or schedule all referees and coaching or referee clinics within the EAYF
(E) Work with the Equipment Representatives on the purchase and inventory of equipment.
(F) Serve as the chairman of the Rules Committee;
(G) Serves a consecutive and concurrent two-year term.
SECTION 6-3 The Secretary Shall:
(A) Be responsible for recording the minutes of each meeting of the EAYF
(B) Maintain the files, mailing lists, and necessary records of the EAYF
(C) Conduct correspondence as designated by the Commissioner.
(D) Send out notification for the Annual Meeting to the press and to all members of the Commission.
(E) Maintain a list of all sponsors and donors of the EAYF
SECTION 6-4 The Treasurer shall:
(A) Receive all moneys and securities and deposit them in the EAYF account.
(B) Keep records for receipt and disbursement of all moneys and securities of the EAYF
(C) Bring all bills to be paid to the Commission for approval before payment.
(D) Prepare an annual budget, under the direction of the Commissioner, for the submission to the Commission at the annual meeting.
(E) Maintain an accurate balance of the EAYF checking and/or savings accounts on a monthly basis with the bank statements.
(F) Maintain a monthly financial report to present at the meetings.
SECTION 6-5 The Varsity Football Representative shall:
(A) Insure all coaches are advised of the rules, regulations, and policies of the EAYF
(B) Report violations of rules and policies to the Commission;
(C) Make recommendations to the Commission as to the appropriate action, up to and including, indefinite suspensions from participation in the EAYF for rules violations by coaches;
(D) Receive complaints from his division and report them to the to the Commission;
(E) Assist the Minor Football Representative in making a game schedule;
(F) Assist in preparing the football field for games;
(g) Insure that proper equipment is provided for every team member and make suggestions to the commission as to the items that need to be purchased;
(H) Assure that each player’s helmets are marked according to their weights as the rules of the EAYF dictate;
(I) Assist league representatives in the cleanup of the football field and the securing of field equipment after games;
(J) Assist the Equipment Representative, Vice Commissioner, and Minor Football Representative in the inventory of equipment;
(K) Notify coaches of the season schedule, schedule changes, and cancellation of games;
(L) Participation in pre-season registration;
(M) Can be a head coach in the Major Division.
SECTION 6-6 The Junior Varsity Football Representative shall:
(A) insure all coaches are advised of the rules, regulations, and policies of the EAYF;
(B) report violations of rules and policies to the Commission;
(C) make recommendations to the Commission as to the appropriate action, up to and including, indefinite suspension from participation in the EAYF for rules violations by coaches;
(D) receive complaints from his division and report them to the Commission;
(E) assist the Major Football Representative in making a game schedule;
(F) assist in preparing the football field for games;
(G) insure the proper equipment is provided and worn for every team member and make suggestions to the Commission as to what items need to be purchased;
(H) assist the league representatives in the cleanup of the football field and securing of field equipment after the game;
(I) assist the Equipment Representative, Vice Commissioner and Major Football representative in the inventory of equipment;
(J) notify all coaches of the season schedule, schedule changes, and cancellations;
(K) participate in pre-season registration;
(L) can be a head coach in the Minor Division.
SECTION 6-7 The Flag Cheerleading Representative shall:
(A) insure all coaches are advised of the rules, regulations, and policies of the EAYF and will monitor coaches and squads to insure all rules are being followed;
(B) report violations of rules and policies to the Commission;
(C) make recommendations to the Commission as to the appropriate action up to and including indefinite suspensions from participation in the EAYF for rules violations by coaches;
(D) receive complaints from his/her division and report them to the Commission;
(E) set up a schedule for the cheerleading competition;
(F) make sure the coaches are advised of the rules and instructions of the cheerleading competition
(G) recommend the appropriate uniform to be worn by all cheerleaders to the Commission;
(H) assist the Commission in scheduling of coaching and cheerleading clinics;
(I) participate in the pre-season registrations;
(J) prepare individual squad lists by the following criteria:
(I) previous team cheered for
(2) sibling on the EAYF team
(3) at random draft by age and availability of positions on open squads;
(K) contact coaches with squad lists, season schedule, schedule changes, and cancellations;
(L) attend the regular season games, whenever possible;
(M) not be a head coach in the Minor Division.
SECTION 6-8 The Tackle Cheerleading Representative shall:
(A) insure all coaches are advised of the rules, regulations, and policies of the EAYF and will monitor coaches and squads to insure all rules are being followed;
(B) report violation of rules and policies to the Commission;
(C) make recommendations to the Commission as to the appropriate action up to and including indefinite suspension from participation in the EAYF for rules violations by coaches;
(D) receive complaints from his/her division and report them to the Commission;
(E) set up a schedule for the cheerleading competition;
(F) make sure the coaches are advised of the rules and instructions of the cheerleading competition;
(G) recommend the appropriate uniform to be worn by all cheerleaders to the Commission;
(H) assist the Commission in the scheduling of coaching and cheerleading clinics;
(I) participate in the pre-season registrations;
(J) prepare individual squad lists by the following criteria:
(I) previous team cheered for
(2) siblings on the EAYF team
(3) at random draft by age and availability of positions on open squads;
(K) contact coaches with squad lists, season schedule, schedule changes, and cancellations;
(L) attend the regular season games whenever possible
(M) not to be a head coach in the Major Division.
SECTION 6-9 The Publicity Officer shall:
(A) make sure all correspondence from the Commission and Commissioner, that needs to be made public, reaches the media;
(B) notify’ the public, of any EAYF activity relevant to them, by means of the local media;
(C) attempt to get local photographers from the media to cover the regular season games and Super Bowl;
(D) attempt to get the local television network to cover the Super Bowl and cheerleading competition;
(E) maintain care of all statistics;
(F) be the Chairman of the Hall of Fame Committee.
SECTION 6-10 The Major and Minor Concession Representatives shall:
(A) take charge of all concession operations;
(B) obtain donations from various merchants as soon as possible in the calendar year;
(C) set prices for concession stand items and submit them to the Commission for approval;
(D) schedule workers for the concession stand and report to team representatives those teams that do not fulfill their worker obligation;
(E) have the concession stand open 30 minutes prior to the start of the first game and shall clean up the concession stand area;
(F) supervise operations of the concession stand at all times, even when workers are available to work;
(0) order, pick up, and arrange delivery of all needed supplies;
(H) maintain a written record of all purchases and donations, along with any receipts; record should be itemized so as to show total usage of concession items for the season;
(1) pay referees once daily, obtaining a signed receipt for payment; Referees to receive one free drink daily;
(J) be responsible to turn over the money to either the Commissioner, Vice Commissioner, or treasurer at the end of each day;
(K) prepare an end of the season- itemized statement of receipts and expenditures to be delivered to the Treasurer.
SECTION 6-11 The Equipment Representatives shall:
(A) be responsible for the inventory of all equipment;
(B) insure that proper equipment is provided for every team member and make suggestions to the Commission as to the items that need to be purchased;
(C) assure that each player’s helmets are marked according to their weights as the rules of the EAYF dictate;
(D) assist the other league representatives in the cleanup of the football filed and the securing of field equipment after games;
(E) assist the Vice- Commissioner and Minor Football Representative in the inventory of equipment;
(F) make recommendations for equipment purchases to the Commission;
(G) make recommendations for proper uniforms to be worn by all teams in each division;
(H) be sure that all team uniforms comply with established standard, established by the Commission;
SECTION 6-12 The Facilities Manager shall:
(A) ensure that all EAYF sites are ready for game play,
(B) ensure that scoreboards are functional,
(C) ensure that concession stands have power and water,
(D) ensure that trash receptacles and restroom facilities are emptied and cleaned as needed;
(F) have fields stripped weekly,
(F) communicate any ideas to the Commission that can improve EAYF facilities.
SECTION 6-13 The Flag Football Representative shall:
(A) insure all coaches are advised of the rules, regulations, and policies of the EAYF
(B) report violations of rules and policies to the Commission;
(C) make recommendations to the Commission as to the appropriate action, up to and including, indefinite suspensions from participation in the EAYF for rules violations by coaches;
(D) receive complaints from his division and report them to the Commission;
(E) be responsible for making a game schedule;
(F) be responsible for assigning team rosters;
(G) insure that proper equipment is provided for every team member and make suggestions to the Commission as to the items that need to be purchased;
(H) assist league representatives in the cleanup of the football field and the securing of field equipment after games;
(I) assist in preparing the football field for games;
(J) assist in the inventory of equipment;
(K) notify’ coaches of the season schedule, schedule changes, and cancellation of games;
(L) participation in pre-season registration.
SECTION 6-14 The Flag Cheerleading Representative shall:
(A) insure all coaches are advised of the rules, regulations, and policies of the EAYF and will monitor coaches and squads to insure all rules are being followed;
(B) report violations of rules and policies to the Commission;
(C) make recommendations to the Commission as to the appropriate action up to and including indefinite suspensions from participation in the EAYF for rules violations by coaches;
(D) receive complaints from his/her division and report them to the Commission;
(E) recommend the appropriate uniform to be worn by all cheerleaders to the Commission;
(F) assist in the scheduling of coaching and cheerleading clinics;
(0) participate in the pre-season registrations;
(H) prepare individual squad lists by the following criteria:
(1) previous team cheered for
(2) sibling on the EAYF team
(3) the remaining girls will be placed on squads to even out numbers;
(I) contact coaches with squad lists, season schedule, schedule changes, and cancellations;
(j) attend the regular season games, whenever possible.
ARTICLE 7: COMMUNICATIONS OF THE COMMISSION
SECTION 7-1 The communication between the Commission is essential for strong leadership and should be carried out.
SECTION 7-2 The minutes on the EAYF meeting will be recorded by the secretary and all commission members will receive a copy of those minutes, upon request.
SECTION 7-3 A monthly financial report will be maintained by the Treasurer and will be presented to the Commission at the meeting, upon request.
SECTION 7-4 Appointed standing committees shall report to the Commission at the meetings.
ARTICLE 8: FINANCES AND ACCOUNTING
SECTION 8-1 The EAYF will file annual income taxes as will be required by law for non-profit status.
SECTION 8-2 The EAYF will maintain a Treasurer to handle all securities of the corporation.
SECTION 8-3 The EAYF shall place all income in a common fund or league treasury.
SECTION 8-4 All expenditures will be directed in such a manner as to give no individual or team an advantage in competition.
SECTION 8-5 The Commission shall not permit the solicitation of funds in the name of the EAYF unless all funds are placed in the EAYF treasury.
SECTION 8-6 All checks shall be signed by either the Commissioner or the Vice-Commissioner and the Treasurer. All checks must have two signatures.
SECTION 8-7 All EAYF funds shall be placed in a local bank, preferably one that supports the program.
ARTICLE 9: MEETINGS
SECTION 9-1 All meetings shall be governed by Roberts Rule of Order except when they conflict with the Bylaws and Constitution.
SECTION 9-2 The EAYF shall hold an annual meeting and it will be held prior to the first of each new calendar year to elect officers, receive reports, and for the transaction of any other business from the year that is ending.
SECTION 9-3 The notice of the annual meeting shall be given at least 10 days in advance and should be through the local media.
SECTION 9-4 Special or called meetings may be called by the Commission for general business and will be called by the Commissioner.
SECTION 9-5 The notification for special or called meetings can be made by any Board member either by mail, telephone, or in person.
SECTION 9-6 The meetings will be called to order by the Commissioner or Vice-Commissioner if the Commissioner is absent.
SECTION 9-7 Minutes will be kept and recorded of all meetings by the Secretary or acting Secretary.
SECTION 9-8 Attendance will be taken of all meetings. All members and visitors must sign-in.
ARTICLE 10: VOTING
SECTION 10-1 The Commissioner can only vote to break a tie.
SECTION 10-2 No member of the Commission can vote on any question affecting them unless more than one member’s name is included in a motion, then all are entitle to vote.
SECTION 10-3 No absentees vote is permitted by the EAYF
SECTION 10-4 The method of voting utilized by the EAYF will be either a verbal vote or a vote by ballot, or any other method authorized by the Commissioner.
SECTION 10-5 The Commissioner has the authority to count the votes or he may appoint tellers to count the vote.
SECTION 10-6 The vote for the election of officer to the Commission will be done by ballot at the annual meeting and should be counted by tellers.
SECTION 10-7 A voting member has the right to abstain from a vote by marking his vote with abstain.
ARTICLE 11: ORDER OF BUSINESS AND AGENDA
SECTION 11-1 Meetings of the EAYF should follow Roberts Rules of Business.
ARTICLE 12: STANDING COMMITTEES
SECTION 12-1 The Commission or Commissioner shall have the authority to appoint such standing committees as deemed necessary and delegate, such powers to them as required.
SECTION 12-2 The appointed committees will assist the Commission with specific tasks relating to the operation of the EAYF
SECTION 12-3 It shall be the duties of the appointed committees to report the progress regarding their assigned tasks to the Commission.
SECTION 12-4 The Commission or Commissioner shall have the power to appoint an Internal Affairs Committee made up of Commission Members to investigate complaints made against members of the EAYF
ARTICLE 13: INSURANCE
SECTION 13-1 It shall be a requirement of the Commission to maintain insurance throughout the year.
SECTION 13-2 A copy of the insurance policy and the name of the carrying agent shall be kept on hand by the Commission.
ARTICLE 14: MEMBERS OF THE EAYF
SECTION 14-1 All members of the EAYF shall be residents of Hardin County.
SECTION 14-2 All football players and cheerleaders are considered to be non-voting members of the
EAYF.
SECTION 14-3 All current Commission members, head coaches, assistant coaches, Team Mom, and other sideline personnel in direct contact with the players and cheerleaders must be regular members of the EAYF and must carry an EAYF membership card.
SECTION 14-4 All card-carrying members are subject to a Criminal Background check done by the executive board of the EAYF.
SECTION 14-5 All Owners of a membership card shall have one vote at the Annual Meeting of Elections. The card holder must be present at the Annual Meeting of Election for the vote to count.
SECTION 14-6 The Commission members present at a regularly scheduled EAYF meeting shall constitute a quorum. A quorum is defined as those present at the meeting.
SECTION 14-7 Votes at Commission meetings and at the annual meetings can only be cast by those eligible individuals present at the meeting.
ARTICLE 15: CODE OF CONDUCT
SECTION 15-1 The role of the Commission and coaches of the EAYF shall be that of a leader and teacher of the youth of the program.
SECTION 15-2 The use of any alcohol beverage or illegal drugs by a Commission member or Commission cardholder while involved in any activity or upon any premises of the EAYF is prohibited.
SECTION 15-3 The use of any tobacco based product by a Commission member or Commission cardholder while involved in any of their teams’ practices, games and other functions is prohibited.
SECTION 15-4 The use of profanity during an EAYF sanctioned or sponsored event by any card holding member toward a player member, other card holding member, official or fan in the general public is prohibited.
SECTION 15-5 Any abusive behavior during an EAYF sanctioned or sponsored event by any card holding member toward a player member, other card holding member, official or fan in the general public is prohibited.
SECTION 15-6 It shall be the responsibility of any card holding member to promote sportsmanship between teams and players.
ARTICLE 16: COMPLAINTS
SECTION 16-1 The Commission or Commissioner shall appoint an Internal Affairs Committee as it deems necessary to investigate complaints of an internal nature in the EAYF.
SECTION 16-2 The Internal Affairs Committee shall have the authority to investigate complaints made against Commission Members, coaches, officials, or players and report to the Commission or Commissioner.
SECTION 16-3 There shall be two types of complaints against members: oral and written.
SECTION 16-4 The investigative procedure of complaints should be as follows:
(A) When a complaint is made it needs to be classified as oral or written.
(B) If the complaint is oral the Commissioner and Commission need to be made aware of it so they can decide if the complaint needs to be followed up depending on the nature of it.
(C) If the person filing the complaint wishes to make it a written one a complaint form must be filled out and the Commission will assign it a sequence number. NOTE: The Commission will maintain a list of the assigned numbers.
(D) The Commission or Commissioner may then appoint an Internal Affairs Committee to investigate the complaint.
(E) The Commissioner will inform the member that a complaint has been filed against him.
(F) Once the Internal Affairs Committee completes the investigation it will report its findings to the Commission.
(G) The member whom the complaint was filed against will then have an opportunity to attend a meeting to respond to the complaint.
(H) The Commission will then make a ruling on the complaint.
(I) If the complaint is proven false it is dropped.
(J) If the complaint is proven true the Commission will hear suggestions on discipline from the League Representatives.
(K) The Commission will make a decision on disciplinary action and will inform the member whom the complaint was filed on with a copy of written notice of that decision.
(L) The Commission will keep the original of the ruling on what action was taken and will file it with the complaint form.
SECTION 16-5 The types of rulings by the Commission on complaints are as follows:
(A) SUSTAINED: Supported by sufficient evidence, allegation did occur.
(B) NOT SUSTAINED: Insufficient evidence to either prove or disapprove the allegation.
(C) EXONERATED: Incident did occur but was within EAYF rules and policies.
(D) UNFOUNDED: Allegation is false or did not occur.
SECTION 16-6 The following types of disciplinary action may be taken by the Commission:
(A) Oral Reprimand-Issued by the Commission.
(B) Written Reprimand- A letter of reprimand issued by the Commission and kept on file.
(C) Suspension from a game or practice.
(D) Termination from the EAYF
ARTICLE 17: HANDLING OF PROPERTY
SECTION 17-1 The youth’s equipment should be issued at the time of registration and accounted for on the registration, with the parent signing off on the registration form that said equipment has been issued.
SECTION 17-2 The players’ equipment will be collected at the end of their last game, or in a timely matter soon thereafter.
SECTION 17-3 At the end of the year prior to the annual meeting, all equipment shall be inventoried and an inventory form will be filed.
SECTION 17-4 The concession person shall inventory all merchandise at start and end of the season and file an inventory form.
ARTICLE 18: RULES OF THE EAYF
SECTION 18-1 A player must be a resident of Hardin County and cannot reside or attend school in the North Hardin, Vine Grove, Radcliff, or Fort Knox school systems.
SECTION 18-2 Every player member of the EAYF shall complete and have signed by his/her parent or legal guardian a registration form.
SECTION 18-3 Every football player of the EAYF must officially be weighed by a member of the Commission prior to the draft. NOTE: There will be only one weigh in permitted. A medically balanced scale shall be used for the weigh in.
SECTION 18-4 All football players and cheerleaders that have played for an established team will automatically play for that same team the next year. NOTE: If a football player or cheerleader plays for a team and quits during the year and signs up the following year he/she goes back on same team. If a football player or cheerleader plays for a year and does not play the second year but returns the third year he/she goes back into the draft.
SECTION 18-5 All football players will be assigned to a team by a draft that will be similar to a NFL draft.
SECTION 18-6 The tackle football rules are approved by the Commission annually and will be distributed to all Commission members and coaches.
SECTION 18-7 The flag football rules are approved by the Commission annually and will be distributed to all Commission members and coaches.
SECTION 18-8 The cheerleaders will be selected to a team by the following guidelines:
(1) If a cheerleader cheered for an established team the prior year they will automatically go back to that team the next year.
(2) If a cheerleader has a brother or sister on a team, in the same division, the cheerleader will automatically go to that team.
(3) By a random style draft by the cheerleading coaches.
SECTION 18-9 The cheerleading rules will be voted on by the Commission annually and are subject to change year to year.
SECTION 18-10 There will be a yearly cheerleading competition. The judges for this competition will be chosen by the EAYF Board of Directors.
SECTION 18-Il All ages will be determined by the youth’s age as of July31 of the season’s calendar year.
SECTION 18-12 Youth ages 5-12 are eligible for participation in the EAYF. Youth that are enrolled in the 8th grade are not eligible for participation.
SECTION 18-12 All playing members will provide a birth certificate or a similar document approved by the EAYF as proof of age. This must be done on the player’s first enrollment and is not necessary for each consecutive year the player enrolls. If the player misses a year of enrollment, the player must resubmit the birth certificate as verification of age.
ARTICLE 19: FOOTBALL DRAFT
SECTION 19-1 An established player that has played for a team the prior year will automatically play for that team the next year.
SECTION 19-2 Automatic assignment of siblings will be as follows;
(A) A new player that registers to play in the same league as a sibling on an established team, will automatically be assigned to the same team.
(B) A new cheerleader that registers to cheer in the same league as a sibling on an established squad will automatically be assigned to the same squad.
(C) A new player that registers to play in the same league as a sibling on an established cheer squad will automatically be assigned to the corresponding team.
(D) A new cheerleader that registers to cheer in the same league as a sibling on an established team will automatically be assigned to the corresponding squad.
(E) Step-brothers and step-sisters will follow the same automatic assignment rules as long as their parents are still married.
(F) Unique living circumstances may be considered by the Commission on a case to case basis
SECTION 19-3 A special draft problem that may arise will be considered by the Commission if there is a need.
SECTION 19-4 The order in which teams draft will be as follows: the defending Super Bowl champion will draft last, with the remaining teams drafting in order determined by their prior year’s win/loss record. All expansion teams will draft players to equal the lowest number of returning players on any one team in each of the two upper age groups. The expansion team will not draft any players in the lowest age group until all other teams have made their first round choice. The expansion team will draft last in all remaining rounds.
SECTION 19-5 The EAYF reserves the right to change the way the draft of all football players is conducted if any one team gains an unfair advantage over the other teams.
SECTION 19-6 The head coach of each team will choose the players in the draft. The assistant coach may make the draft pick if the head coach is unable to attend the draft.
SECTION 19-7 A list of all players to be drafted will be made available to the head coach of each team prior to the draft.
SECTION 19-8 Unforeseen problems with the draft will be addressed by the Commission.
SECTION 19-9 All football drafts will be overseen by a Commission Member.
SECTION 19-10 All teams will be assigned an equal number of players by age. Once a team reaches its maximum number of players by age, that team will not be allowed to select other players within that age group. If a team has more returning players within an age group than what the limits allow, the team will select fewer youth within another age group, as designated by the Commission prior to the tryouts. The Commission reserves the right to alter numbers to best suit the needs of the overall program and to make all teams as competitive and equal as possible.
ARTICLE 20: CHEERLEADING DRAFT
SECTION 20-1 The cheerleaders will be selected to a team by the following guidelines: after the football draft
(1) If a cheerleader cheered for an established team the prior year they will automatically go back to that team the next year.
(2) If a cheerleader has a brother or sister on a team, in the same division, the cheerleader will automatically go to that team.
(3) Major Division cheerleaders will be selected by a random style draft by the cheerleading coaches.
(4) Minor Division cheerleaders will be assigned their teams by committee.
(5) Any cheerleader that has cheered for an established team the prior year will automatically return to that team the following year unless she changes the school she attends and that places her in a different conference.
SECTION 20-2 Any special draft situation that may arise will be considered by the Commission if there is a need.
SECTION 20-3 The EAYF Commission reserves the right to change the way the draft of the cheerleaders is conducted.
SECTION 20-4 The head cheerleading coach will choose the cheerleaders in the draft. The assistant coach may make the draft pick if the head coach is unable to attend.

ARTICLE 21: SIGN UPS
SECTION 21-1 All player members of the EAYF shall be present at the sign-up and complete a registration form prior to the draft. The registration form must be signed by a parent or legal guardian before the player can participate.
SECTION 21-2 The EAYF Commission reserves the right to change the registration fee due to increases in operating expenses.
SECTION 21-3 The EAYF shall use a standardized form for registrations.
SECTION 21-4 The EAYF should give all participants an introduction letter explaining the rules of the EAYF, information regarding uniforms, and parental participation in the program.
SECTION 21-5 All youth participating in football will be required to weigh in at registration. The youth will be weighed by using the most accurate device available to the Commission. This device will be calibrated or checked at the beginning of each sign-in session and must be witnessed by two Commission members. The youth must weigh in at the time requested by the Commission. The youth is not restricted to the amount of clothing at weigh in. The Commission will not accept any weigh ins completed at any other time other than that of the formal registration.
ARTICLE 22: AMENDMENTS TO THE CONSTITUTION & BYLAWS
SECTION 22-1 The Constitution & Bylaws may be amended, repealed or altered in whole or in part by a majority vote at any organized meeting of the Commission, after a 10-day notification of suggested changes to the Constitution & Bylaws have been published.
ARTICLE 23: DISSOLUTION OF THE EAYF
SECTION 23-1 Upon dissolution of the EAYF the Commission shall assure that all debts and claims against the EAYF have been satisfied.
SECTION 23-2 Upon dissolution of the EAYF the property of the EAYF shall be distributed by the Commission to such organization, or organizations (such as the City of Elizabethtown Parks & Recreation Dept.) maintaining an object similar to the set forth herein and located in Elizabethtown, KY.
